CFR.org | Backgrounder: The Six-Party Talks on North Korea's Nuclear Program

The Six-Party Talks are aimed at ending North Korea's nuclear program through a negotiating process involving China, the United States, North and South Korea, Japan, and Russia. Since the talks began in August 2003, the negotiations have been bedeviled by diplomatic standoffs among individual Six-Party member states--particularly between the United States and North Korea. In April 2009, North Korea quit the talks and announced that it would reverse the ongoing disablement process called for under the Six-Party agreements and restart its Yongbyon nuclear facilities. Because Pyongyang appears intent on maintaining its nuclear program, some experts are pessimistic the talks can achieve anything beyond managing the North Korean threat. The Obama administration has been pursuing talks with the other four countries in the process to bring Pyongyang back to the negotiation table. Alongside the United Nations' effort to sanction North Korea's nuclear and missile tests, "this regional partnership between the United States and the countries of Northeast Asia remains the best vehicle ... for building stable relationships on and around the Korean peninsula," writes CFR's Sheila Smith.

CFR.org | Backgrounder: The U.S.-South Korea Alliance

The longstanding U.S.-South Korea alliance, originally established during the early years of the Cold War as a bulwark against the communist expansion in Asia, has undergone a series of transformations in recent years. Since 1998, when political power passed for the first time from the dictatorial ruling party to the political opposition, the United Democratic Party, successive UDP governments have steered a more independent course from Washington, sometimes leading to friction. During the tenure of President George W. Bush, the once solid alliance went through a difficult period. Among the many issues that bedeviled ties was disagreement over how to handle Pyongyang’s erratic behavior, a generational divide in South Korea on the alliance and the U.S. military presence that underpins it, an ascendant China, and disagreements during bilateral trade negotiations. In 2007, the countries signed a bilateral free trade accord and agreed to a rearrangement of the military command structure that gives Seoul a greater say in its own defense. They also narrowed their differences on North Korea policy. In 2007, a conservative, Lee Myung-bak of the Grand National Party, won South Korea’s presidency, and his party followed up with victories in 2008 parliamentary elections, ending two decades of UDP dominance. Lee strongly supports the U.S. free trade agreement and takes a harder line on North Korea unlike his two predecessors.

AS/COA Online - Interview: Jorge Castañeda, Former Foreign Minister of Mexico, on Immigration Reform

In an interview, former Foreign Minister of Mexico Jorge Castañeda talks about his new book Ex Mex: From Migrants to Immigrants with AS/COA Online Managing Editor Carin Zissis. Talking before an AS/COA event, Castañeda, who played a firsthand role in attempts to pass a U.S.-Mexican immigration agreement during the Fox administration, says passage of immigration reform will depend on election of a U.S. leader “with more political capital than Bush has.”

The author and political analyst, now a professor of politics and Latin American studies at New York University, also says the need for a decision on comprehensive immigration reform will become increasingly apparent: “It’s either regression—with all the dangers and the outrages of separating women from their children, of deporting people, of raiding houses—or it’s reform.”

The Bush administration’s policy of no direct talks with Pyongyang is no more. Christopher R. Hill, the chief U.S. envoy in North Korean denuclearization talks, made a surprise visit (KTimes) to the isolated country Thursday. With this trip, Hill aimed to breathe life into a February denuclearization deal that gave Pyongyang sixty days to shut down its main nuclear reactor at Yongbyon and allow inspectors to return to the country. In exchange, Pyongyang would receive desperately needed food and energy supplies from members of the Six-Party Talks. But the April deadline came and went with Pyongyang refusing to hold up its part of the bargain until it received $25 million in funds, which the United States says were connected to North Korean counterfeiting and money laundering, frozen in a Macao bank. After meetings in Pyongyang, Hill said North Korean officials were prepared to move past the funds issue and shut down Yongbyon (BBC).

CFR.org | Park: Private Sector Solution Could Resolve North Korean ‘Radioactive Funds’ Issue

John S. Park, head of the Korea working group at the United States Institute of Peace, discusses the controversy over $25 million in North Korean funds holding up a February 2007 denuclearization deal. Although the U.S. State Department pledged to release the money from Banco Delta Asia (BDA) in Macao, banks around the world consider the funds tainted by a U.S. Treasury Department ruling that connects the $25 million with illicit activities.

“The $25 million is the financial equivalent of radioactive funds,” explains Park, who says the time has come “to start thinking out of the box of having governments approach third party banks.” He suggests a private sector solution to the current stalemate and that Asia’s experience with troubled banks during the 1997 financial crisis provides a model for resolving the issue. Monetary authorities in Macao could declare BDA a distressed bank and put it up for sale, explains Park. He says the BDA banking license in a recapitalized format could result in a “lucrative sale” in which the proceeds “can be used for the clean transfer of $25 million to a bank designated by North Korea.”

The United States reached minor economic agreements with Beijing during talks in Washington this week, yet failed to secure a deal (AP) for significant Chinese currency reform. Delegates from the two countries met for the biannual Strategic Economic Dialogue, which serves as chance for discussion between two of the world’s largest economies. Although envoys reached pacts on energy, the environment, and opening Chinese markets to U.S. financial institutions, the currency issue could trouble U.S.-China economic relations. In advance of the talks, a bipartisan group of forty-two lawmakers urged the Bush administration to investigate whether Beijing manipulates the value of the yuan, keeping it priced low against the dollar to boost Chinese exports. They charge this practice exacerbates (Reuters) the U.S. trade deficit, which hit a record high of roughly $233 billion last year.

Each spring for the past twenty-six years, the United States and Thailand have held joint military exercises known as Cobra Gold. But this May’s exercises in Thailand come during an unusual shaky patch in the longtime U.S.-Thai alliance. The Thai military overthrew Prime Minister Thaksin Shinawatra in September 2006, pledging to hold democratic elections by December this year. Following the coup, Washington suspended $24 million in military aid and halted negotiations on a free trade agreement.

Ahead of his arrival in Washington, Japanese Prime Minister Shinzo Abe hailed the U.S.-Japanese alliance as “indispensable” (WashPost). But relations between Tokyo and Washington have shown signs of a chill since Abe came to power in the fall of 2006. Abe lacks the personal connection his charismatic predecessor Junichiro Koizumi had with President Bush, and the two countries appear out of sync in pressuring North Korea to acknowledge responsibility for the kidnapping of Japanese citizens (Reuters) two decades ago. Vice President Dick Cheney said the relationship “has never been stronger” during his February visit to Tokyo. But weeks before Cheney’s arrival, Japanese officials criticized the Bush administration’s Iraq policy (FT), with Taro Aso, the foreign minister, going so far as to call it “naïve.” The alliance was further tested by Abe’s comments denying evidence of Japanese military participation in the sexual enslavement of some 200,000 “comfort women.”

Washington’s decision to eschew soft diplomacy with China for a more assertive stance on economic relations appeared to threaten U.S.-Chinese relations. On April 9, the United States sued China (NPR) in the World Trade Organization (WTO) court over Beijing’s failure to address intellectual property rights and open its market to American DVDs, books, and movies. China’s Ministry of Commerce responded, saying the U.S. complaints would “seriously damage” (FT) bilateral ties.

CFR.org | Hills: U.S.-Chinese Relations Need “Habits of Cooperation”

A new CFR Task Force Report on U.S.-Chinese relations recommends an “affirmative agenda of integrating China into the global community” with a view toward involving Beijing in discussions on security, trade, human rights, and China’s growing military power. Carla A. Hills, CFR’s vice chairman and co-chair of the China Task Force, says the report’s recommendations seek to address “political resistance at home that emanates from worries about China’s rapid growth in the last two decades.” Hills, who served as the U.S. trade representative during the administration of George H.W. Bush, says creating “habits of cooperation” will serve as a means for China to adopt “international norms.”

Throughout the 1990s, strategic concerns over long-running conflicts in East Asia—from the division of the Korean peninsula to tensions across the Taiwan Strait to the Indian-Pakistan nuclear competition—shaped U.S. policy in the region. Although the Sino-Soviet rift during the Cold War provided a basis for U.S. relations with communist Beijing, post-Soviet Russia developed a growing military and diplomatic partnership with China, which also began building security and economic agreements with its neighbors in Southeast Asia. Since 9/11, U.S. attentions have turned toward the Middle East and counterterrorism efforts. “One of the major casualties of the war on terror has been a strategic policy toward Asia,” says Donald C. Hellmann, director of the Institute for International Policy at the University of Washington. Meanwhile, China bloomed as a major trading partner and diplomatic power in the region, in some cases displacing the United States economically. India, too, emerged as an economic force, and tensions flared on the Korean peninsula over Pyongyang’s 2006 nuclear test.

Japanese Premier Shinzo Abe drew international reproach recently for disputing that his country's military coerced young women into sexual enslavement during Japan's occupation of China and the Korean peninsula. The controversy also raised questions about the importance of saying sorry, a gesture that can smooth diplomatic waters but can also open the door to claims for legal compensation. Abe's remarks came shortly after U.S. Rep. Michael M. Honda (D-CA) proposed a bill in January demanding that Tokyo apologize and accept “historical responsibility” for the Japanese military's role in the abuse of “comfort women.” That is the term for the roughly 200,000 mostly Korean and Chinese women pressed into providing sex to Japanese soldiers during wartime.

As the United States hosted North Korea for talks about normalizing a tempestuous relationship, questions swirled around Washington’s suddenly softer approach to Pyongyang. After years of refusing bilateral talks with the Hermit Kingdom—one of the three members of the “Axis of Evil”—the Bush administration switched tactics. Christopher Hill, the State Department’s senior diplomat for East Asian affairs, sat down in New York this week for direct negotiations with Kim Kye-Gwan to hammer out next steps on an agreement reached during February Six-Party Talks. Under the pact, North Korea will receive fuel oil, economic assistance, and humanitarian aid in return for shutting down and sealing its nuclear facilities within sixty days.

Vice President Dick Cheney made a surprise stop in Islamabad to deliver a stern warning (NYT) to President Pervez Musharraf that Washington may reduce aid to Islamabad if he does not take a more offensive approach toward terrorists that have allegedly sought refuge close to the Afghan border. President Bush’s new budget includes $300 million in military aid to Pakistan to support counterterrorism activities and stop cross border raids into Afghanistan. The U.S. Congress has threatened to cut the military funding (CSMonitor) if Islamabad does not take a more aggressive approach toward controlling militants within Pakistan. The new pressure marks a change in tone from just last year, when Bush referred to Musharraf as “my buddy.” After Cheney’s brief visit, Pakistan’s foreign office responded pointedly, saying Islamabad does not take orders (The News) on how it handles counterterrorism efforts.
